Texas Pollutant Discharge and Elimination System (TPDES) Permits

Permitting

TPDES permits are administered by the Texas Commission on Environmental Quality (TCEQ) and required under the Clean Water Act (CWA) for the discharge of wastewater (domestic and industrial), including discharges from concentrated animal feeding operations (CAFOs) and stormwater, among others.

  • Stormwater Permit

Stormwater permits are a type of TPDES general water quality permit for stormwater runoff from construction sites, industrial facilities, and publicly owned and operated storm sewers. There are several types of general permits:

  • Industrial Multi-Sector General Permit
  • Construction General Permit
  • Municipal Separate Storm Sewer System (MS4) Permit

A Stormwater Pollution Prevention Plan (SWPPP) is a site-specific, written document that Identifies potential sources of stormwater pollution, describes practices to reduce pollutants in stormwater discharges and identifies procedures the operator will implement to comply with the terms and conditions of a stormwater general permit.
