Mr. Flores is a biologist for Arroyo Environmental Consultants, LLC. He has 12 years of experience in water resources. His areas of interests are aquatic ecosystems and the influence of environmental regulations and policy, as well as the socio-economic benefits. Mr. Flores has participated and led field efforts throughout the State on small streams, rivers, lakes, coastal bays, wetlands, etc. Mr. Flores has assisted and developed complex environmental study designs as well as successfully completed these environmental studies. Mr. Flores has numerous years of experience working for all three Texas environmental agencies, the Texas Commission on Environmental Quality (TCEQ), Texas Parks and Wildlife Department (TPWD) and the Texas Water Development Board (TWDB), and collaborating with Federal resource agencies such as the U.S. Army Corps of Engineers (USACE), the Environmental Protection Agency (EPA) and the United States Fish and Wildlife Service (USFWS). Mr. Flores has extensive experience with Federal and State environmental regulations including USACE Section 404/401 permits, and National and Texas Pollution Discharge Elimination System (TPDES) permits.

Ms. Whitaker is a principal scientist at Arroyo Environmental Consultants, LLC. She has varied private and State experience in the environmental and biological fields, including: instream flows, wetland determination and delineation studies, Threatened and Endangered Species assessments, hydrographic surveying and coring, and stream assessments. Ms. Whitaker is also knowledgeable of USACE Section 404/401 and Texas Pollution Discharge and Elimination System regulations and permitting processes.
Ms. Whitaker has also provided onsite assistance with restoration projects regarding multiple ecologically sensitive species, focusing primarily on State and Federally listed Endangered Species. She has provided technical review expertise on multiple wetland delineation, wetland determination, and endangered species site visit reports. Ms. Whitaker has extensive knowledge utilizing field equipment and techniques in the fields of biology, ecology, fisheries science, surveying, water quality, and mechanics.
